The company has a strong project backlog for 2024-2025, including high-profile engagements valued at over $50 million. Their clients span federal agencies, major corporations, and public sector organizations, providing a steady stream of diverse and challenging projects.

Description

My client is seeking an experienced Civil Project Manager/Estimator to oversee and manage the successful execution of civil construction projects. This role requires a professional with strong leadership, budgeting, and project management skills who can drive projects from inception to completion. The Civil PM/Estimator will be instrumental in estimating, negotiating, contracting, and overseeing the financial management of projects typically valued between $1M and $3M. The ideal candidate will have a deep understanding of site development, earthwork, utilities, and grading.

Key Responsibilities:

  • Lead the development and growth of the civil construction division, contributing to its profitability and expansion.

  • Oversee the complete project lifecycle, including estimating, bidding, contract negotiation, procurement, construction administration, and closeout.

  • Provide accurate cost estimates for civil construction projects, ensuring competitive and realistic pricing.

  • Develop and maintain a historical database of productivity rates for improved bidding and project monitoring.

  • Work closely with business development teams to identify and pursue new opportunities.

  • Manage subcontractor relationships, ensuring high-quality performance and cost efficiency.

  • Maintain oversight of equipment inventory, financial planning for acquisitions, and cost-effective utilization.

  • Track workforce productivity to ensure projects operate within budgeted labor costs.

  • Develop project schedules using Primavera P6 or MS Project, ensuring alignment with critical project milestones.

  • Conduct regular project reviews to assess performance, profitability, and compliance with contractual and regulatory requirements.

  • Maintain strong relationships with vendors and suppliers to optimize procurement strategies.

  • Ensure compliance with safety, environmental, and quality standards across all projects.

  • Act as a key liaison with clients, stakeholders, and regulatory authorities to facilitate seamless project execution.

Profile

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field (or 15+ years of directly relevant experience in lieu of a degree).

  • 8-10 years of experience with civil commercial and/or industrial general contracting.

  • Extensive experience in estimating and managing subcontracted and self-performed civil work.

  • Strong knowledge of site development, grading, excavation, utility installations, and stormwater management.

  • Ability to analyze geotechnical reports, soil borings, and dewatering techniques.

  • Proven track record in project budgeting, contract administration, and financial oversight.

  • Strong negotiation skills and the ability to manage competing priorities.

  • Proficiency in construction management software, spreadsheets, and project scheduling tools.

  • OSHA 30, First Aid/CPR/AED certification (required); USACE/NAVFAC CQC certification preferred.

  • VA LDA certification and other relevant state certifications as required.

  • Commitment to professional growth and continuing education.

Job Offer

  • Bonus: Annual Bonus % based off profit of projects (on average around $3,000-$6,000)
  • Car Allowance: $400-500
  • PTO: 2 Weeks PTO
