Public Civil Estimator - Reston,VA - WFH/Remote Optional

This Public Civil Estimator will play a central role in identifying, costing, and pursuing high-volume public infrastructure projects including utilities, stormwater, and highway work. You'll collaborate with leadership, operations, and business development to deliver competitive, accurate bids that drive growth and performance.

Description

• Analyze IFBs, ITBs, RFQs, and RFPs to determine viable project opportunities.

• Accurately and efficiently cost public civil projects to remain competitive in the bidding market.

• Maintain active communication with subcontractors and vendors to gather the most competitive pricing.

• Work with internal business development and marketing teams to strategize pursuit efforts.

• Attend pre-bid meetings, submit RFIs, and work directly with clients and municipalities during bid development.

• Use InEight software to compile and submit formal proposals.

• Collaborate with operations teams to ensure production rates and sequencing assumptions are accurate and executable.

• Lead internal handoff meetings to transition awarded projects to the operations team.

• Evaluate past bid results to inform and refine future estimating strategy.

Profile

• 3-10+ years of experience in public civil estimating, with exposure to prime contracts and public infrastructure scopes (utilities, highways, stormwater, site work, etc.).

• Deep knowledge of the public bidding process, with a proven track record of accurate pricing and successful project pursuits.

• Highly skilled in costing, quantity takeoffs, subcontractor/vendor engagement, and proposal development.

• Experienced in software tools like InEight or equivalent (HeavyBid, HCSS, etc.).

• Strong attention to detail, deadline-oriented, and collaborative in nature.

• Based in the DMV preferred, but remote candidates with strong experience will be considered.
