Our client is a large Manufacturing Company that is expanding their US operations and actively looking for an EHS Lead to oversee two start-up facilities in the Northern MA/Southern NH area. The EHS Lead will develop, implement, and manage comprehensive Environmental, Health, and Safety programs across two startup R&D and manufacturing facilities located in New Hampshire and Massachusetts. The ideal candidate will ensure compliance with all applicable federal, state (NH & MA), and local regulations, while fostering a culture of safety, sustainability, and continuous improvement. Description
The EHS Lead - Manufacturing will be responsible for the following:
- Ensure full compliance with New Hampshire (NHDES, Env-A 600, ARD-17) and Massachusetts (830 CMR 64H.6.4, 58.2.1) EHS regulations, including air permitting, hazardous waste management, and chemical safety.
- Maintain up-to-date knowledge of OSHA, EPA, and state-specific EHS requirements for R&D and manufacturing operations.
- Design and implement EHS policies, procedures, and training programs tailored to R&D and manufacturing environments.
- Lead risk assessments, job hazard analyses, and safety audits.
- Develop and maintain Chemical Hygiene Plans, Hazard Communication Programs, and Emergency Response Plans.
- Manage air, water, and waste permits, including Title V, State Operating Permits, and Temporary Permits in NH.
- Oversee sales tax exemption eligibility for R&D and manufacturing equipment in MA.
- Prepare and submit required reports to regulatory agencies.
- Conduct EHS training for all employees, including lab safety, PPE use, lockout/tagout, and hazardous materials handling.
- Promote a strong safety culture through leadership, communication, and employee engagement.
- Lead investigations of incidents, near misses, and non-compliance events.
- Implement corrective and preventive actions.

Profile
The Ideal EHS Lead - Manufacturing will have the following qualifications:
- Bachelor's degree in Environmental Science, Occupational Health & Safety, Engineering, or related field.
- 5+ years of EHS experience in R&D and/or manufacturing environments.
- In-depth knowledge of NH and MA environmental and safety regulations.
- Experience with air permitting, hazardous waste management, and chemical safety.
- Strong communication, leadership, and organizational skills.
- Ability to travel regularly between NH and MA sites.
- Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or similar credential.
- Experience in start-up or fast-paced environments.
- Familiarity with Massachusetts R&D sales tax exemptions and New Hampshire air permitting programs.
