Public Construction Project Manager - Manhattan, NY
The Project Manager leads public construction projects for the NYC School Construction Authority, overseeing all phases from planning to closeout while ensuring full compliance with SCA requirements. They manage schedules, budgets, safety, documentation, and multi‑trade coordination to deliver capital improvements, renovations, and infrastructure upgrades in active school environments.

Description
- Manage all phases of public construction projects for the NYC School Construction Authority, ensuring full compliance with SCA standards, design criteria, and contract documents.
- Coordinate with architects, engineers, subcontractors, and SCA representatives to maintain schedules, budgets, and project alignment.
- Prepare, review, and track RFIs, submittals, change orders, payment requisitions, cost estimates, and schedule updates.
- Oversee prevailing wage compliance, certified payroll, MWBE participation requirements, and SCA‑mandated reporting.
- Lead weekly progress meetings and maintain communication with stakeholders, including principals, facility managers, and SCA project officers.
- Conduct site walks, monitor progress, and resolve issues proactively while maintaining strict adherence to safety and DOB/OSHA regulations.
- Manage construction schedules using P6 or MS Project, monitoring milestones and ensuring timely project delivery.
- Coordinate logistics, phasing plans, and safety protocols for work performed in occupied school buildings.
- Ensure quality control throughout construction, overseeing punch lists, substantial completion, and full SCA closeout packages.
- Build strong working relationships with public‑sector partners and support team collaboration across the project lifecycle.
Profile
- Proven experience managing SCA, DDC, DASNY, or NYC public‑sector construction projects.
- Strong knowledge of SCA standards, guidelines, contract requirements, and documentation.
- Background in occupied school renovations, capital improvements, and emergency response projects.
- Ability to manage project schedules using Primavera P6 or MS Project.
- Skilled in preparing and reviewing RFIs, submittals, ASIs, change orders, and SCA reporting forms.
- Experience handling prevailing wage, certified payroll, MWBE utilization, and compliance logs.
- Strong coordination skills with AORs, CMs, SCA project officers, engineers, and consultants.
- Thorough understanding of NYC Building Code, DOB processes, permits, and safety regulations.
- Excellent communication skills working with principals, facility managers, SCA reps, and community stakeholders.
- Proven ability to manage multiple fast‑paced public construction projects simultaneously.
- Proficiency with Procore, Bluebeam, P6, and SCA submission platforms.
- Highly organized, proactive, and strong at resolving field issues while maintaining compliance.
